DECISION LEDGER
Every consequential step should leave a receipt.
The Decision Ledger is the investigation history: what was quoted, what the user approved, when research ran, what it cost, whether more research was requested, and whether the result was accepted. The Proof Pack exports this same history.

WHAT THE LEDGER PROVES
History is separate from truth.
SequenceShows the order and timestamps of recorded investigation events.
AuthorizationShows the research ceiling the user approved before spend.
Research receiptConnects the completed result and actual cost to its quote and attempt.
User dispositionRecords whether the user requested deeper research or accepted the result.
A ledger receipt proves what the system recorded and when. It does not, by itself, prove that an underlying real-world claim is true; that remains the job of the evidence assessment.
